Excerpt: ... PREFACE A committee composed of A. J. German, D. F. Howard, D. C. Kinnear, C. L. Shader and Assistant Secretary Thomas F. Moore as secretary ex-officio, was appointed by the Board of Directors of the Chamber of Commerce to study and report on the problems of municipal waste in Waterbury. After an exhaustive study, the committee submitted its report, which was endorsed unanimously by the Board of Directors. The report was submitted to the Board of Directors with the recommendation that it be turned over to the constituted city authorities, to whose jurisdiction this phase of municipal activity is entrusted. It has been prepared for their ultimate consideration in a spirit of co-operation and with a desire to obtain the facts without bias or prejudice. Municipal affairs are under the control of men whose daily time is devoted to private enterprise and for whom it is humanly impossible to devote lengthy study to each and every problem which arises. To assist in this way, the above named committee has devoted a period of nine months to this one problem and the report is based upon an intimacy with the subject which can only come after such continued effort. With the thought that every sincere city official is eager to learn the methods and experiences of others in the same field of endeavor, this report is respectfully submitted.
