Description

We issued our audit report on the Information Technology Omnibus Procurement Program (ITOP) to the Department and House and Senate Appropriations Committees, in which we found that ITOP has not served DOT's mission as envisioned, is not financially self-sufficient, and has received little DOT oversight. ITOP is a procurement program available for all Government agencies' use. OMB designated the Secretary to serve as ITOP's executive agent, and TASC manages its day-to-day program operations. In response to our draft report, OMB extended the executive agent designation for ITOP until June 2002. Meanwhile, the Deputy Secretary established a review board to recommend future direction for TASC.
