During a clandestine, early morning meeting in a suburban Cleveland park, President Donovan David Dixon is shot and killed. While the federal authorities mount a frenzied search for the killer, local Police Chief Maureen ‘Mo’ Harrigan unsuccessfully fights to be more than a token presence in the investigation. When a terrorist group claims responsibility for the assassination, Mo has her doubts and as the search intensifies, she launches her own investigation which quickly leads her to where she never expected it to go. As things start to add up and validate her suspicions, Mo has to pick her way through a political minefield, unsure who to trust or believe. With the FBI and a newly formed counter-terrorism group preparing for a final showdown with the alleged terrorists, Mo finds herself in a race against time and odds. Although certain that the President was shot by accident, her window for exposing the truth is rapidly closing as she finds that her efforts might not only prove to be futile but fatal…to herself and everyone around her.
