Most agencies today use the same PMS for major roads with a high average daily traffic and low volume roads with a low ADT, although these road types have different functional classifications, road characteristics, distresses and sometimes even different types of pavement surfaces. Innovative PMS methods structured toward low volume and built-up roads, such as flexible, chip seal, cold mix, and gravel roads, can now provide the opportunity to more cost effectively manage such roads. This new LVR-PMS method is designed to meet the needs and wishes of counties and small cities regarding their low volume roads and takes into account pavement type, agency's size and budget, roadway characteristics and performance, roadway functional classification, traffic volume, maintenance and construction procedures, availability of material and construction equipment, operation cost of vehicles, construction staging, and salvage vlaue of existing roadway material.
