The author examines the numerous facets of what she calls "implicit intelligence policies" -- those unspoken directives (and assumptions) that often profoundly influence social and educational policies -- and their specific impacts on programs (and policies) addressing what is presumed to be measured and actual "mental ability." This author contends that mental ability is largely flexible, that environmental and educational actions/activities can powerfully affect the expression of individuals' mental abilities.
