For 300 years America invested vast political energy in devising ways to exploit and oppress its black population. Then, in the wake of the civil rights movement, Southern politicians voiced concern for the welfare of black children. Lawmakers showed their concern by creating a program that subsidized unwed and divorced black mothers. This program was called child support enforcement. It deprived black children of a father while it deprived their father of a place in the home.
