The inspiration for this work was provided by the Regulatory Policy Research Centre's seminar on "Integrated Transport Policy: Implications for Regulation and Competition" held at Hertford College, the University of Oxford, in September 1998. The book is based on papers presented at that seminar and on subsequent reflections. The introduction of the book is divided into two parts: the first provides an overview and the second traces the evolution of transport policy, particularly with respect to the United Kingdom but also with respect to developments in Europe and globally (particularly in the USA). The second part of the book focuses on the pricing of infrastructure. The third part examines the effectiveness of competition, and the fourth and final part examines the adequacy of the regulatory framework in the United Kingdom. The emphasis of the study is on passenger-based transport, particularly road and rail.
