California State and Local Goverment in Crisis

California is in a recovery! California will outpace (almost DOUBLE) the nation in jobs, income, households, & population in the next decade. Our state has retained all the jobs lost in the 1990-94 recession. The California economic recovry is led by these FUTURE growth sectors: 1) High Technology; 2) Foreign Trade; 3) Tourism & Entertainment; & 4) Professional Servces. But California's population growth creates a crisis for our schools, highways, jails, county hospitals, welfare recipients - & is disastrous for the state budget. Proposition 87 says the majority of all new funds must go for education with little left for new programs: yet Proposition 218 requires voter approval for any new taxes.
