The Repugnant Warehouse (An Expose of the Federal Prison System)

As one of the longest tenured elected county executives in US history, Jim Coyne left a legacy of low taxes, improved services, creative solutions to problems which plague America's counties, and government/business partnerships. Jim Coyne twice found himself in pitched battle with the Federal Government. When he tried to privatize the Albany County Airport, former US Secretary of Transportation and later White House Chief of Staff, Sam Skinner, refused to let the visionary approach to public/private partnership of one county executive shape national policy despite White House rhetoric to the contrary. During the same 4-year period, the IRS, FBI, and the Department of Justice investigated him, indicting him for receiving a loan from a lifelong friend who was also a vendor to the county. The loan had been repaid 4 months prior to the start of the investigation. After a hung jury voted 9 to 3 for acquittal, Coyne rejected the government's offer of a 6 month ple! a bargain with no jail time because he truly believed himself innocent. A second trial was conducted whereby Coyne was acquitted of bribery, but was found guilty of accepting a thing of value. He was sentenced to 46 months in federal prison.
