Older San Quentin buildings are severely damaged and the penal landmark must be abandoned. Death row is moved to Folsom as the remaining prisoners are dispersed throughout California's far-flung penal system. Two years later, the Supreme Court rules capital punishment unconstitutional and in keeping with the reform, an extraordinary overhaul of the entire state correctional system is begun. Constructed in tandem, the first of three new prison facilities opens in November 2032. A small correctional staff watches from a distance as a group of select inmates administer an unprecedented program: unparalleled freedom, revolving work assignments, lavish recreational facilities, and dazzling entertainment-all to keep the prisoners busy and contented.
