The abstract provided by the Pentagon follows: The effective use of United States Air Force Academy (USAFA) Second Lieutenants (2Lts) is an important issue for the Air Force to consider in the 21st Century. There is an emerging concern that USAFA 2Lts are not being utilized to their full potential. As a result, possible effects may include a decrease in the retention of Air Force personnel (specifically USAFA graduates), a lack of productivity on the job, and negative impacts on the potential for success for USAFA graduates. In order for the Air Force to address the problem, further research must be done to determine what modifications to the current assignment system are necessary to alleviate the negative effects.
