Special Review of Counterterrorism Detention and Interrogation Activities: (September 2001 - October 2003)

This review was undertaken by the CIA IG at the request of the CIA's Deputy Director of Operations following "allegations that Agency personnel had used unauthorized interrogation techniques..." It was initially released under the Bush Administration in heavily redacted form; this version is a reprint of the Obama Administration's August 2009 release which has fewer edits. This edition presents a photocopied report with blackouts of sensitive material (some pages remain entirely blocked by the censor). The reissue of this report, accompanied by announcements of planned investigations of CIA officers, caused immediate controversy. Aside from its political interest, it contains some historic background in tracing interrogation policy and in offering relevant context.
