Minorities Deceived: The Sherman Turner Story, Part I describes the partnership between a minority contractor named Sherman Turner and a larger "Wall Street Money Contractor" in the government's Small Business Administration's SBA 8/a Section Program a partnership formed for the sole purpose of increasing minority hiring and training levels on government contract jobs. The resulting arrangement worked well for all involved, generating jobs for unions, quality work for the government, benefits for the minority community and workers, and more work for the larger contractor. After several years, however, the larger contracting firm began to ignore the rules of the original agreement, putting limits on hiring and training minorities. The SBA government asked Turner to try doing the job without the help of the larger contractor a circumstance that inevitably would lead to a war of sorts, as the larger contractor had control of unions and suppliers, as well as much greater financial resources. What happened to the SBA report that was turned into the Buffalo District Director office of the SBA; about on the job discrimination and acts of bad behavior filed with the government?
