Social Security Administration: Improved Planning and Performance Measures Are Needed to Help Ensure Successful Technology Modernization

SSA’s mission is to deliver Social Security services that meet the changing needs of the public. The Social Security Act and amendments5 established the programs that SSA administers. The Old Age, Survivors, and Disability Insurance program–commonly referred to as Social Security—is one of the nation’s largest entitlement programs. Financed by two trust funds, this program provides monthly benefits to retired and disabled workers, their spouses, children, and the survivors of insured workers.
