Comparisons of tariff figures, consular reports, rates of wages, rentals and prices of commodities are freely used to illustrate the main contention, that the policy of moderate protection has resulted in a corresponding increase in commercial values and industry, while at the same time it has relieved the weight of domestic taxation by throwing the burden upon the foreigner.
