These men were appointed for life and their successors were chosen by co-option, so that the town corporations gradually became closed hereditary aristocracies, and the mass of the citizens were deprived of all voice in their own affairs. The Schout or chief judge was chosen directly by the sovereign or his stadholder, who also nominated the Schepens or sheriffs from a list containing a double number, which was submitted to him.
