This paper argues that the Immigration Commission's anti-immigrant bias in it's reports compelled congress to pass the most sweeping immigration restrictionist policies in the history of the United States. The passage of these laws symbolized the victory of anti-immigration reformists over immigration proponets of the Progressive Era.
