This book tells the story of strategist Duan Dechang who have made outstanding contributions to the founding of New China. In 1927 , when Duan Dechang was 23-year-old ,he was dispatched by the party to Honghu to lead the public security riots .He led the Red Guerilla in Area of Honghu Lake and Red Army to fight with local bully and distribute the land. He also conducted the earliest Guerrilla Warfare on Lakes and Rivers and Plains guerrilla warfare in Chinese military history. Thus he became one of the founders of the Western Hunan and Hubei Revolutionary Bases.
