International Migration Statistics: Guidelines for Improvement of Data Collection Systems

This work examines the role played by the state and private sectors in organizing labour migration, and the economic and social issues raised by such migration policies and programmes. It explores the question of whether, and how, migrant workers should be controlled and regulated to safeguard the interests of the sending state without infringing the basic rights of the individual. Drawing on the experience of several countries, the book illustrates the key elements of migration programmes, and suggests principles and concepts that could be used to reconcile some of the inherent conflicts among policy goals.
