The use of economic instrument such as emission taxes and charges and tradeable emissions permits has developed considerably since the 1989 publication of the first comprehensive OECD survey. It is now recognized that such economic instruments make an essential contribution to the sustainable development process by promoting the effective integration between economic and development processes by reinforcing the efficiency of environmental policies.
