From the supplier: Accrual method taxpayers should first determine whether economic performance has occurred under Internal Revenue Code section 461 before considering the more complex and subjective all events test to determine whether a liability has been incurred. Analysis under section 461 and the regulations considers the accounting methods available to the taxpayer, what constitutes a liability, whether the type of liability is expressly considered in another IRC section and if capitalization or deduction is even available for that type of liability. Analysis of the economic performance rules addresses specific types of business expenses.
