Results indicate that both transaction costs and market considerations both influence private fleet use. A shipper will use private fleet to minimize the chances that carrier changes will lead to increased cost and decreased service. Likewise, shippers who sell to small retailers have a greater tendency to use private fleets for their biggest clients.
