From the supplier: The state of California plans to adopt the performnce-based budgeting that has successfully worked in the state of Texas and the San Francisco Bay area city of Sunnyvale. Under the new budget scheme, government agencies will have more authority regarding personnel decisions, procurement and contracting. That means the Legislature and the Dept of Finance will be relieved of a large share of the budgeting burden. Although some critics view the new budget reform with pessimism, its proponents are certain that the new system could improve the operation of various government agencies.
