From the supplier: Local government budgets are often uncontrollable and difficult to forecast. A mail survey of Florida budget officers attempted to pinpoint the factors affecting revenue and expenditure forecasting difficulties. Results show that budget officers usually have to contend with the consequences of fiscal shortfalls, citizen hostility, changing state funding levels, state economic fluctuations and the perception that they have little control over their budgets.
