From the supplier: Federal preemption of state and local powers has led to widespread concerns over the loss of local government autonomy and the perception that the federal system is out of balance. In response, federal legislators have introduced numerous bills to address this problem. Similarly, the Advisory Commission on Intergovernmental Relations, which monitors the workings of the American federal system, will soon be releasing three studies on federal preemption and its effects on local governments.
