From the supplier: State revolving funds (SRFs) were introduced in 1987 as a financial instrument for local wastewater treatment programs. Ever since its creation, the SRFs have gained widespread acceptance as the standard for infrastructure financing initiatives. In fact, SRFs are now generally considered as a better option than the conventional system of direct federal grants. As a result of their success in wastewater financing, the Congress is considering proposals to expand the use of these funds to drinking water programs.
