Zeller, in remarks at the National Committee on Property Insurance annual forum, said that ISO Commercial Risk Services' plans to rate municipal building codes will fail unless high enforcement ratings lead to insurance premium reductions. Building officials will not gain the support of municipal officials unless it can be proved that improved building codes will create financial benefits such as reduced insurance rates.
