From the supplier: A historical look at the president's role in shaping civil rights policy shows that presidents are players hemmed in by racial politics. As such, a president's civil rights agenda is influenced by three factors, namely: his interpretation of political history, black civil rights issues and social harmony, and the vote of the black community during election year. Presidents are thus not driven by personal mission but political agendas in a racially stratified society.
