From the supplier: The Clinton administration chose not to admonish North Yemen for starting a civil war with the South in Jan. 1994, despite its strong rhetoric on promoting peace and democratic rule of government. The administration's decision to remain silent and ally with the conservative and non-democratic North Yemeni government was motivated by its desire to maintain good relations with Saudi Arabia, which supported North Yemen.
