From the author: Baixo Aqu is an extensive irrigation project in Northeast Brazil. The original goal of the project, located in an area of chronic drought, was to provide irrigation that would improve the economic condition of traditional cultivators. Nevertheless, Baixo Acu has become a showcase of the dilemmas that economic development may bring to a depressed rural environment. Although export enterprises thrive and promote progress, small farmers maintain their traditional farming practices and are not incorporated into the new production system.
