From the supplier: The flat tax represents a more sane tax policy than the current income tax system, but the flat tax plans so far proposed are not without their own problems. A flat tax will necessarily result in a higher tax incidence on the middle class than the rich due to its exclusion of capital gains from income. This makes for a hard sell. It would also increase the net tax on businesses, further limiting its appeal to the public. Possible solutions to these and other problems are discussed.
