The pro-gambling side spent $6 million on statewide radio and TV advertising, while the anti-gambling side spent much less on a grassroots effort using brochures, signs, buttons and cable TV advertisements. The pro-gambling campaign emphasized the economic benefits of legalized gambling but committed a series of classic mistakes.
