From the supplier: The enactment of New Jersey's Megan's Law to protect children from sex offender recidivists fails to recognize that the breakdown in the criminal justice system occurs at the trial rather than at the time of parole. Inmates who serve their terms are prohibited from receiving further care from the state regardless of their condition and sentences are kept low through plea bargaining. Community notification will increase the fears inmates' and those who are willing to shelter them about parole, but will not solve the problem of sentences that are too short to ensure treatment.
