From the supplier: Progressive Corp is denying lower-cost, preferred automobile insurance to applicants who lack credit cards or who only have credit cards that the insurer does not find acceptable. Preferred auto insurance has premia that is 10% to 15% lower than the insurance Progressive will issue to applicants who fail to make the grade. State insurance regulators believe that Progressive is using credit cards as an underwriting criteria as a means of avoiding making more thorough credit checks. By failing to look at applicants' full credit history, Progressive may be engaging in discrimination.
