From the supplier: The shift in government spending policy in the US toward reduced federal responsibility and increased state control is not supported by economic research. Some of the services to be funded and financed by the states are part of a national consensus, such as providing health care to the elderly. States may be forced into a race to the bottom if they must compete for business with increased tax incentives and reduced government spending. Local government has not been demonstrated to be more effective than the federal government at providing services mandated at the federal level.
