From the author: Effective labor relations practices are critical because they directly determine labor costs, firm productivity, profits, and the level of sustainable competitive advantage. Global managers have found that labor relations vary significantly from country to country and that the strategies used to motivate workers in one country are sometimes ineffective or irrelevant in another country. This paper presents a framework for comparing factors affecting international labor relations to provide a basis for developing effective human resource management strategies. The comparison of labor relations in three countries exemplifies how different practices are applied cross-nationally. Propositions for future research and practitioner implications for the effective use of strategic human resources management in a global context are also presented.
