From the supplier: People should have all possible options for pain relief for suffering at the end of life. The administrative state should not prohibit a person's right to options. There is something intrinsically wrong when one group of people is deciding the fate of another's pain. The person in pain should decide the fate. It is a question of honoring individual freedom more than state regulations.
