Lt. Steven Winters sends off a report to clear a world for colonization-- his fifth -- he has just received a visit from the Council of Topaz, And after 1/2 of a bottle of red wne, it is avery lusid report indeed. He has approved Dauropa again for terra-fomring. The first round is a success and he wishes the new colony from Earth well. With that done, he sends in his request for a Transfer-- This time to the Earth where he can settle down meet some nice woman and have a family. That is that. He got up, started for the door, went down the stairway to the shuttle bay. Outside the spacerport took up half harbor and he was on his way. The USS Endeavor and his commander waited for him.
But back on Terra the UP is fracturing. Earth wants a new local governing body that will restore old freedoms lost when it became too diluted in the UP -- United Planets, now the ever expanding Solar Federation. Can he do it? The Star Council changes Topaz Council to Special Forces but Klemperer (Klemp) & Westerman seize control. They exile Raymond to another world and Lim is left to find out if the kavirondo vault in orbit at Jalug & Dauropa is locked!
Weapons Researchers from Earth find theft of materials-- Pasha is responsible that the Missile Treaties are met to the letter.
Lt. Steven Winters, pilot and crack anti-Terrorist Specialist brings us the whole world as it was, will be, or might be. The Blackmail, Inc. have not yet come for Sanjay and the weapons vaults are sealed off limits!
Wendnagel secretly unlatches Councilwoman Lim's door from below. Utilizing a laser on the mirror and sending an email through the rooms bouncing off mirrors, refracting off a window and reflecting off glass doors on a bookcase, she ends up with the message reaching the lock and it sends the code to unlatch the door.
Lim opens it to find -- Hawken and assumes -- wrongly --she has opened the door. Hawken is not her friend and soon she discovers this. But can she turn these obstacles around in time to save them all?

Every 20,000 years a volcano explodes in the Mediteranean Sea and destroys most of the civilization around it. This is a re- occuring event about every 20,000 years.
But after 20,000 years, in 1972, the space satellite Voyager that made its historic visit to Venus, & sent pictures of Saturn and Jupiter-- in another 20,000 yeasrs, it will reach its first solar system of habitable planets beyond Pluto -- light years hence.
By then, civilization on our planet Earth will be at its height and the volcano is due again to blow.
Will we survive or will the mission any Sentient Beings send back to us 20,000 years from now find a civilizaton in chaos?
To make sure, an outpost was established on the outer rim of the Civilized worlds -- in 2700 A.D. -- to detect such a ship and intercept it -- until someone determines if it was hostile or friendly.
Then and only then could their envoy proceed to Earth, provided it was not a decade that the Mediterranean Sea volcano was due to once again erupt.
That Outpost is now the Demner/Dauropa Jalug star colony. The weapons locked away in orbit "just in case" are half rusted, and the vault is in a long orbit outside the asteroid belt that surronds the planet.
The last of the Telemetry people now merge with Death Inc. and join the Dataminers. These are the hated thought controllers that the people of the planet Eta Cassiopaea V destroyed. So says de Cahal of Eta, but Moncrief knows better. Are there any left? He has seen one of their coded lights blink from the grounds near the Demner Castle and he fastens and unfastens his safety harness on the shuttle while trying to decide whether to warn those below or if he too is trapepd in their web?
