Security Studies have recognised the dictum "The West verse the Rest" as epitomising Global Inequality. Nations with financial wealth can have military strength. Military strength does not guarantee the continuence of financial wealth. NATO and the European Union are no exception. The are large disparities between the members. The USA dominates NATO. Britain France and Germany dominate the EU. This paper aims to look at the structural relations between and within the EU and NATO to ascertain where inequalities lie. These inequalities are a comination of financial wealth and military strength which come to the fore in civil-military relations. These civil-military relations are in reality the political economy of war and the preparation for it. The paper will aim to address this topic with reference to the expansion of NATO, and the ESDP and ESDI of the EU
