The Vietnam War winds down. Legendary FBI Director J. Edgar Hoover is dead and a new director makes major changes in the Bureau, including the formerly unthinkable, the appointment of women as agents. This impacts the Philadelphia bank robbery squad. Two agents just graduated from training school, arrive and are assigned the squad. One is Robert Lee a former army officer the other, Helene Stuart, an ex-nun. She is not welcomed by most of the squad. Ben Douglas is assigned as her training agent. Lee is assigned to Douglas’ partner Jeff Bauer.
Three men who shoot and kill a teller rob a bank. The case is assigned to Douglas. He, Stuart, much of the squad and Philadelphia police, start the hunt. Two of the robbers are swiftly caught. The third bandit shoots and badly wounds two agents. In the hunt for the shooter they search a car barn holding out of service streetcars. In an exchange of gunfire Douglas shoves Stuart out of the line of fire. The robber escapes. Douglas and Stuart play a major part in locating and arresting him in a porn movie house. By the conclusion of the case the virginal ex-nun is convinced she’s in love with Douglas. Married with two children, Douglas is happy when the training period ends.
Three men shoot up and rob the only bank in a small mining town in Central Pennsylvania. Douglas, Bauer, their former trainees and other squad members are sent to the scene. They find the gang took the payroll of the only mine operating. Rumors have the robbers as Vietnam veterans returned from the war to find their jobs gone. The owner of the mine also owns the bank. Widowed, he married a Philadelphia topless dancer thirty years his junior. Douglas and Bauer interview her and suspect she’s involved. She has prostitution arrests and a ex doing time for armed robbery.
When the mine owner leaves on a trip they place the wife under surveillance. In jeeps they try to follow her on dirt trails in the mountains. The jeep Douglas and Stuart are in dies on a dark trail. The gang captures them. They are taken to a mountain cabin, stripped naked, and locked in a back room. As they suspected the gang consists of twin brothers and their cousin. The brothers leave to scout the mountain. The cousin, drunk, assaults Stuart. Douglas overpowers him. They dress, grab their weapons and arrest the brothers when they return.
While the gang is held in the local jail another relative dynamites it, killing the police chief and the cousin but freeing the twins.
Because Douglas and Stuart are now crime victims they are sent back to Philadelphia. After a fruitless search the rest of the squad returns. An informant of Bauer’s says the wife is dancing in a topless bar. Bauer, his police detective wife, Douglas and Stuart arrest her. She leads them to the brothers staying in a fleabag hotel.
