Caitlan and Hayden are separated from Angela, Nicholas, and the Fulger twins. They enter a small town where a militarized effort is underway offering aid to thousands of survivors. But it isn't an Army they recognize, and the relief they're doling out comes at a price. And just as things go from bad to worse, the unimaginable happens... again.
