Kate Simpson had given up resisting New America, and is sent to one of its “refugee camps.” She quickly learns it is actually a death camp, and leads an unplanned revolt against the camp guards. Once she and the other refugees gain control, Kate has to try to figure out how to keep them all alive, as they face both distant and immediate enemies, including one for whom it is personal.

Both Meyer and Kate resist New America in their own way, and each knows the fight is ultimately doomed. Each fears they are losing some of themselves in their struggles to stay alive, as the concepts of right and wrong are not so clear-cut in New America. Their efforts will meet up in a turn of events that neither could have ever expected and which may yet give them the chance to survive.
