The year is 1813. Napoleon has been victorious in his war against Russia. Now, he tries to rule his empire peacefully. He attempts to build great universities and give a greater meaning of equality to those under his rule. But his ambition knows no bounds and even as he strives for peace, he prepares to annex territory into France itself.

Yet even as he tries, a new war is looming, as the last of his foes on the European Continent form a new coalition in an attempt to defeat him once and for all. Can he pull off yet another miraculous victory?

Meanwhile, Arthur Wellesley is recalled from the Iberian Peninsula. His new orders: take command over the military forces currently engaged in combat against the new United States. The British government hopes he can bring a decisive end to the war in the America.
