It's springtime in Paris, and young American grad student Brad West is in love.

He is preparing to propose to May, his Chinese sweetheart, when tragedy strikes. While she performs at the Paris Air Show, Chinese jets decapitate the Eiffel Tower. The French are incensed and pursue her as the culprit.
