School Choice 1999: What's Happening in the States

Heritage's Annual Review of the school choice initiative is a comprehensive state-by-state analysis of reform efforts and a handy reference guide to important statistics such as per-pupil spending, teacher/student ratio, graduation rates, and test scores. Last year was a busy one for school choice with five new states passing charter school legislation; the U.S. Supreme Court's upholding of the Milwaukee school choice program; creation of a nationwide scholarship program to fund private schools for poor children; and a congressional passage of two school choice proposals (which then were vetoed by President Clinton).
