By the time revival erupted in his Methodist Episcopal congregation in Valparaiso in 1909, he had been described as "the most successful missionary in Chile" by A. B. Simpson. The extraordinary outpouring of the Holy Spirit led to explosive growth and the formation of an indigenous Pentecostal church which has grown to become one of the largest Protestant groups in Chile. W. C. Hoover published his account of these tumultuous events in 1930 in Spanish.
