Dragon Fighters: The Twin Sons of Riccar

After a devastating civil war, the four kingdoms of Raya, Blackstone, Mustar, and Atchison remain divided with the borders being constantly patrolled and trade within Natoma has decreased with the constant taxation, fees of licenses for traveling, and theft from pirates. In the Mustar Kingdom, the Earth Dragon Fighter Diem Quake has taken over as its guardian until his twin brother Diel can be found from disappearing during the civil war. However, Prince Gene Tersa of the Mustar Kingdom and Lady Neeka Pyri, Diel's wife, find a conspiracy involving Diel's disappearance, and they race to bring Diel home and begin to restore the kingdom back to its former glory.
