Recover. CIRCULAR No. 365. ALTERS CIRCULAR No. 17 (CONTINGENCIES.) Comptroller General's Circular No. 23, dated 16th April 1875. I have the honor to inform you that paragraphs 18 to 20 of my Treasury Circular No. 17, dated 18th Angust 1874, (Central Office No. 175,) have been cancelled, and the following paragraph substituted:--Contingent charges are to be recorded as charges of the month in-which they were actually disbursed from the Treasury, and if a contingent abstract headed as belonging to one month be presented for payment in the next, it should be returned for correction, as it mnst be treated in the accounts as a charge in the month in which the money is actually disbursed from the Treasury. If, however, an officer whose bills require no countersiguature, have not found it necessary to draw any money on a contingent abstract in the course of the month, he need not send to the Accountant General direct another copy of the single contingent bill presented at the Treasury on the last day of the month. Thus a detailed bill can be a voucher with the cash account only when +t is the only contingent voucher of the month, when it is presented on the last day of the month, and is complete without countersignature.
