Clocks in general use and navigator's chronometers are regulated to this time. The difference between apparent and mean time is called the equation of time. # # » LEAP YEAR. In the year 46 B. C. Julius Caesar introduced what is known as the Julian calendar, in which the length of the solar year was fixed at 365 days, to which was added every four years a day called bissextile. Then Gregory XIII inaugurated another reform, which went into operation in October, 1582. The loss of time of 11 minutes per year in the Julian calendar had amounted in 1582 to 10 whole days. In order to prevent a recurrence of this error, it was ordered that every year ending a century should, not be counted as a leap year, excepting the 400th, and the multiple of 400. Thus 1200 and 1600 were leap years, 1800 was not nor was 180O; 2000 as being a multiple of 400 will be a leap year, as well as every 400th year afterwards, in addition to every fourth year when it does not end a century.--Toledo Blade.
