This book on New Ideals in the Planning of Cities, Towns and Villages was prepared and set in type as one of a series for the Overseas Army, A. E. F., by the Department of Citizenship, Army Educational Commission. Before it was actually printed, word was received from France to send over no more materials, because the men in the overseas service were being so rapidly returned to their homes.

The purpose of the book, however, remains; viz., "to present fundamental principles, and stimulate intelligent study of the problems of citizenship." Under these circumstances, it seemed desirable to complete its publication at once, and arrange for its circulation. The American City Bureau has responded to this call, and agreed to cooperate in a program looking toward the fulfillment, so far as possible, of the original purpose of the handbook. In taking this action, the American City Bureau is giving one more expression to its wide and sound interest in everything that affects vitally the welfare of cities, towns and villages.
